Sheff Wed Deals with Serious Challenges, States New Football Authority

'We will play a key role in football's future' - football oversight chief the new chairman

The team's ongoing struggles are seen as a "significant problem" and the football regulator is aiming to acquire authority to look into club affairs in comparable cases, its new chair the official has declared.

In a wide-ranging interview, the regulator, who was recently selected, voiced concern towards the club's followers.

The chairman convened with four fan organizations representing the football team this week.

The team have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on several different times, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a significant problem for football," the chairman stated.

"Sheffield Wednesday is one of the historic institutions for football in England and recently we have met fan representatives.

"We are seeking authority... which will permit us to bring the club and similar situations submitted for our review if they need to be investigated and dealt with."

Economic Challenges and Leadership Concerns

The team's struggling chairman the Thai businessman stated during the off-season he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in earlier this year caused limitations by the football authorities in June, stopping Wednesday from completing any player acquisitions for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Regulator's Perspective

Kogan said: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where supporters are loyal to a regional establishment that has represented their community in many cases.

"I have absolute sympathy for the club's situation, as I do for every team that over recent decades have faced collapse, or approached financial ruin, for causes separate from the fans themselves."

Inquired if the regulator could force an owner to sell a club if they are judged inappropriate, the chairman responded: "When asking whether 'would we intervene in the final instance?', the reply is once we collect the information and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to collaborate with owners.

"Our least desirable course of action is start getting involved with an individual club, an individual owner, without being able to work with that proprietor to address the issues that the club's facing and the chairman's encountering," Kogan said.

"However, realistically, when you review the record of the sport, over the recent generations there have been particular chairmen, few in number, but some who have been irresponsible in the way which they've been managing their teams and eventually don't wish to take responsibility for the future."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "significant participation" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the football community fails, the extraordinary progress that's been made necessary will vanish rapidly," the regulator warned.

"And that's what nobody wants in the terms of English football is a substantial accomplishment - we've got to keep it going.

"Substantial financial resources flowing into the game and has come into football for the recent generations, because there's no guarantee it will continue to come into football, which is among the factors explaining I think we have to take a really clear view on challenges and obviously, of the immediate future."

Premier League Concerns

The Premier League opposed the formation of an authority because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I completely endorse the prosperity and expansion as an financial organization of the top division.

"I of all people understand the concern of undermining the top flight as an elite competition of England. But simultaneously, if you consult with top flight officials after the recent gathering, they would have had a high level of reassurance -and, indeed, they have been telling us in private they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the opposition group in the past.

The 68-year-old donated money to government minister the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my past party membership [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any sort of politics."
